Installation

You need to install the related packages to your locale, for e.g.:

 glibc-localedata-en-us

Configuration

To configure the locale, you need to set the correct env vars (e.g. LANG) and make sure they are set during the bootup or during the login, but before you launch any application. An old email suggests you to edit /etc/profile.d/locale.
